何家英1957年出生于天津，自幼喜爱画画，1977年考入天津美术学院绘画系学习国画，1980年毕业后留校任教，擅长工笔人物。
现为全国政协委员、中国美协副主席、天津美协副主席、天津画院院长、当代工笔画协会副会长、天津美院教授、硕士生导师、中国艺术研究院博士生导师。获国家“有突出贡献的中青年专家”称号。
